Ivan Santamaria

HEAD OF HUMAN RESOURCES

Ivan has over 19 years of HR practice for an industry-leading corporation in the sectors of construction, engineering, oil & gas, and manufacturing. Extensive portfolio of HR achievements includes transformational initiatives that positioned him for long-term human resources and organizational development success.

In his capacity as PrimeBMD’s Head of Human Resources, Ivan is focusing on winning a high-performing culture by strengthening the leadership bench, attracting highly competent talents, aligning rewards and recognition programs, and achieving competency development and active employee engagement.

Prior to PrimeBMD, Ivan was the Assistant Vice President for Human Resources of Aboitiz Construction. Complementing his HR practice, he was invited by the Internal Labor and Employment Relations as a presenter regarding skills development and workplace culture in Seoul and Melbourne international conferences respectively.

Ivan earned his bachelor’s degree from the University of Santo Tomas. He was able to finish his master’s degree through the University of the Philippines scholarship program. He has started a Juris Doctor program.

Salvatore La Valle

Head of New Division Underground

Salvatore La Valle has 28 years of experience in the underground infrastructure sector.

Prior to joining Prime Metro BMD, Salvatore was leading CMC di Ravenna projects in the Philippines (2016 – 2019). He was also involved in the first Philippine Tunnel project performed in the country in 1997. He previously led the SELI’s Tunnel Boring Machine Italian Factory after accumulated valuable experience in several projects for SELI Construction Work Division. SELI is a General Contractor highly qualified in Tunnels works that, with more than 60 years of experience, 59 international projects in 21 countries and 460 km of bored tunnels, is one of the pioneers in Underground works.

He brings to the company his long track record in Design, Built Infrastructural Underground Projects in more than 10 different countries together with the experience accumulated in Design and Manufacturer more than 20 Tunnel Boring Machines and Tunneling Equipment. He supports the company in expanding and developing the underground sector both in Philippines and other countries where the company intends to operate. Thanks to his networks of Underground Construction Company, Salvatore is facilitating close alliance with international partners for tunnel projects. He is also forming the company’s tunneling team, assisting to tender where underground works are requested, and applying underground best practices and innovation.

Salvatore finished master’s degree in Geotechnical-Structural Engineering from the Universita degli Studi di Roma (Italy) in 1995.

Rogelio Puno Jr.

Head of Legal

Atty. Rogelio D. Puno, Jr. is seasoned lawyer with a wide experience on Infrastructure Projects.

Prior to joining Prime Metro BMD, he was part of the legal team of Light Rail Manila Corporation, the Concessionaire for the rehabilitation, operation and maintenance of the 20-kilometer LRT Line 1 System and the construction of the 12-kilometer line extension from Baclaran to Bacoor, Cavite. He acted as the lead counsel for the Cavite Extension Project, working closely with its project execution team.

He also has an extensive experience in the power industry, being previously part of the legal team of Global Business Power Corporation, one of the largest power producers in the Visayas Region.

He graduated from the Ateneo School of Law in 2007 and was admitted to the Philippine Bar in 2008. He started his professional career with Puno and Puno Law Offices, one of leading firms in the Power, Utilities and Energy Practice in the Philippines. As Senior Associate, his areas of practice include Energy, Special Projects, Mergers and Acquisitions, Commercial Law and Environment, among others.

Chris Holder

HEAD OF ENGINEERING

Chris has over 40 years’ experience in construction after completing his NZCE in New Zealand and heading overseas, with construction experience in England, Algeria, Hong Kong, Thailand, Guam, Macao, Indonesia and the Philippines.

Chris spent 19 Years in Hong Kong starting with Compressed Air MTR tunnels in Nathan road including 15 Years with Bouygues on a wide variety of civil engineering projects in senior management positions. Notable firsts in Hong Kong were the first Alternative Design Bridge with the Hong Kong Government, first Incrementally Launched Balanced Cantilever bridge, first GMP Contract with the Hong Kong Government for the Hong Kong Park, and first contract on the Chep Lap Kok Airport.

Moving to the Philippines with Leighton Contractors in 1996 as Contracts Manager, the diversity of work continued with Gold Process Plants and Contract Mining at Rapu Rapu and Masbate, At Grade and Elevated expressways with NLEX , Power Station in Davao and building works such as Rockwell Power Plant shopping center, Philipp Morris cigarette factory, Zuellig Building (first LEAD Platinum building in the Philippines) and finishing with the Wynn Casino in Macau.

Chris’ broad range of experience in various fields of engineering, in different countries and cultures with large international contractors, provides the depth of engineering knowledge and experience to innovatively lead the Prime BMD engineering team.

Jocot de Dios

CHIEF EXECUTIVE OFFICER

J.V. Emmanuel A. “Jocot” De Dios has nearly three decades of experience in the energy and infrastructure sectors.

Prior to joining Prime Metro BMD, Jocot was CEO of GE Philippines for over eight years. He also managed GE’s Government Affairs team for Asia Pacific. He moved from Nido Petroleum Ltd., an Australian oil and gas company, where he was Managing Director from 2008-2012. He previously served as Undersecretary of the Philippine Department of Energy for three years where he led the Planning and Downstream Oil Bureaus, and then subsequently was appointed as Chairman of the PNOC Exploration Corp.

He brings to the company a wealth of experience and insight into the energy and infrastructure sectors coupled with a keen understanding of the commercial and legal dynamics of doing business in the Philippines and within Southeast Asia. His exposure to local and regional infrastructure players boosts the company’s move to expand its current portfolio and contribute to nation-building. He is a lawyer by training, having graduated from the Ateneo School of Law in 1990 with a Bachelor’s of Law degree and Harvard Law School for his Master of Laws degree in 1994. He sits on the boards of publicly-listed Phoenix Petroleum Philippines, Inc. and Oriental Petroleum and Minerals Corp., and is an active mentor in Endeavor Philippines. He previously served as a member of the board of the AmCham in the Philippines.

Josephine Garrido

Chief Finance officer

Josephine is a CPA and a seasoned professional in construction and manufacturing industries.

She had more than 20 years of experience in one of the construction and engineering companies in the Philippines with nationwide footprint in power and energy, water and transportation infrastructures. She was an AVP in different capacities. The first half of her career in construction focused on corporate finance management, projects accounting, and joint ventures finance. She largely contributed in setting up accounting/finance capabilities for three large joint venture projects, arrangement of spin off of subsidiary, and merger of two companies.

Prior to her position as Chief Financial Officer of PrimeBMD, she was an AVP Commercial. Her role as Head of Project Cost Control and Management integrated her financial capabilities with project operations management further enhanced her exposure to earned value management for construction, budget and forecast, contracts, and risk management.

She spent early years of her career in a pioneer company manufacturing of boiler and boiler components.

Josephine graduated in Western Philippine Colleges (now University of Batangas) with a bachelor’s degree in Commerce, major in Accounting.

Stephen Paradies

DIRECTOR | TREASURER

Stephen Paradies is a businessman with over 40 years of experience. He is currently a Director of International Container Terminal Services, Inc. (ICTSI), Union Investments Corporation, Apex Mining Company, Inc., Trustee at Bloomberry Cultural Foundation Inc., and Board Chairman at NapaGapa Beverages Corp.

Previously, Stephen was the Group Chief Finance Officer in Aboitiz Equity Ventures, where he also served on various boards within the Aboitiz Group such as Union Bank of the Philippines, where he was a member of the executive, audit, and risk management committees, Pilmico Foods Corp., City Savings Bank, Aboitiz Construction Inc., and Aboitiz Foundation.

Stephen graduated at Santa Clara University in California, with a bachelor’s degree in Business Management.

Scott Power

DIRECTOR | VICE PRESIDENT

B.Eng (Civil)(Hons), FIEAust, CPEng, EngExec, RPEQ, MBA (SF’07)

Having commenced his career as a Site Engineer with BMD Constructions more than 20 years ago, Scott has a thorough understanding of the urban development, construction and infrastructure delivery industries.

Prior to his appointment as Group Executive Director – Operations in 2009, Scott performed roles across all BMD companies including Project Manager, Constructions Manager and General Manager for BMD Constructions (NSW) and Urbex.

While BMD is predominantly recognised for its strengths in the delivery of transport infrastructure, under Scott’s leaderships the business has bolstered their capability in non-traditional sectors including ports, oil and gas, airports and resources.

Scott is involved in all facets of the major construction and land development projects undertaken by the subsidiary companies of the Group, including roles on major project leadership and steering groups and joint venture boards and takes a keen interest in the smaller traditional land development projects now undertaken by BMD Urban.

Gloria Villarama

CHIEF FINANCIAL OFFICER

Gloria is a Certified Public Accountant with proven 25 years of progressive and diverse accounting and finance accomplishments within start-ups and global multi-million dollar organizations. Gloria has a demonstrated ability to streamline business operations that drive growth and increase efficiency and bottom-line profit. Strong qualifications in developing and implementing financial controls and processes in addition to productivity improvements and change management. 

Gloria joined Sycip, Gorres, Velayo & Co. (SGV & Co.) after passing the CPA board exams. She then moved on to assume finance managerial roles at Portland Concrete Phils., Inc., Pilipinas Makro, Inc. and Transfield Philippines, Inc. She has also established her own accounting consultancy firm, MGGV Accounting Services, which provided tax, audit and accounting consultancy services for small to medium sized businesses. She was the Chief Finance Officer at Freyssinet International Manila, Inc. before joining Prime Metro BMD Corporation as its CFO in May 2017. 

Gloria graduated at the Philippine School of Business Administration in Manila.

Dennis Daulo

Authorized Managing Officer

Joining PrimeBMD’s executive team in May 2017, Dennis is a seasoned Civil Engineer with over 30 years of experience in the construction industry. Throughout his career, he has worked in various fields where he handled pre-contracts and construction phases involving cost estimating, planning and scheduling, and site supervision of real estate development and building construction.

Dennis has managed over 15 projects, all of which have honed his skills in his current areas of expertise – project and construction management, procurement and cost management, change management, and design coordination. He has led projects by several prestigious companies in Dubai and across Metro Manila.     With his progressive experience in vastly diverse projects, Dennis’ reliable leadership ensures the integrity of PrimeBMD’s masterpieces through his perseverance and keen eye for detail.

Dennis attained his Civil Engineering degree in Mapua Institute of Technology and passed the licensure examination shortly after.

Mick Slocombe

CHIEF OPERATING OFFICER

Mick has 15 years of operational and technical experience across a range of transport, mining, port, airport, rail and structures projects in Australia and internationally. As the Chief Operating Officer, Mick leads the Group’s Construction activities in the Philippines with the goal of ‘Zero Harm’ and a focus on quality outcomes for Prime BMD clients and successful delivery of projects.

Prior to his role as Chief Operating Officer in the Philippines, Mick pioneered BMD’s move into Western Australia and developed the business from the ground up. Prior to his role in the West of Australia, Mick was a long-serving Project Manager for BMD working for multiple private and public clients across several industries. His focus on safety, quality and good commercial outcomes has seen BMD deliver successful projects in many locations in Australia. 

Marcel Cardona

HEAD OF BUSINESS DEVELOPMENT

Marcel Cardona brings over 24 years total work experience in various industries of which 11 years is in a business development role for the Philippine construction market. The extent of his role in the most demanding and complex construction projects start from strategic planning, networking, market scanning, prospecting, joint venture or partnership or consortia formation, pre-qualification, then into bid strategy development, contract negotiation, and contract closure. 

Before joining Prime Metro BMD as Head Of Business Development, Marcel has taken senior leadership roles as Assistant Vice President-Business Development and Marketing for Aboitiz Construction Inc. and as Senior Business Development Manager at First Balfour, Inc. 

Prior to his involvement in the construction industry, Marcel was Regional Sales Manager for Consolidated Industrial Gases Inc. (now Linde Philippines), Regional Sales Manager for Swift Foods Inc., Area Sales Supervisor for Nestle Philippines, and a Professional Service Representative at Boehringer Ingelheim (Philippines). While in these positions he acquired extensive experience in sales operations and sales management, marketing and brand promotions, and distributor operations management. 

Marcel obtained his AB Economics degree from the Ateneo De Manila University under a scholarship grant.

Christian Gonzales

DIRECTOR | VICE CHAIRMAN

Christian Gonzalez is the Global Corporate Head of International Container Terminal Services, Inc. (ICTSI). He also heads the Manila International Container Terminal, the ICTSI Group’s flagship. 

As Global Corporate Head, Mr. Gonzalez oversees the ICTSI Group’s corporate functions of information technology, human resources, engineering and audit and compliance across the Group’s 30 terminals in 18 countries. 

With over 20 years of experience in the port industry particularly in container terminal management, Mr. Gonzalez either chairs or sits on the board of several of the Group’s local and foreign subsidiaries.
Mr. Gonzalez is also President of the ICTSI Foundation that oversees and implements The Group’s corporate social responsibility efforts and initiatives.

Mr. Gonzalez has been with ICTSI since 1997. He headed the Group’s Madagascar operations, and was key in the acquisition of the Australian concession in Melbourne. 

Outside of ICTSI, Mr. Gonzalez is a Director of Bloomberry Resorts Corp., owner and developer of the $1.2 billion Solaire Resort and Casino in Paranaque City, Philippines. He is also a Director of Pilipinas Golf Tournaments, Inc. which stages Southeast Asia’s largest national circuit, the Philippine Golf Tour, and a new ASEAN circuit. 

Mr. Gonzalez is a graduate of Instituto de Estudios Superiores de la Empresa Business School in Barcelona, Spain where he received his Bilingual Masters in Business Administration. He is also a graduate of Business Administration at Pepperdine University in California.

Mr. Mick Power (OAM)

Founder of BMD Constructions

HonFIEAust, FAICD, FAIM, South Bank Corporation Board Member, Junior Golf Foundation of Queensland Board Member, Brisbane Lions Football Club Board Member, Surf Life Saving Foundation Vice Patron, Honorary Ambassador City of Brisbane.

With a career spanning more than 40 years in the constructions and urban development industries, and more than 36 years as Group Board Chairman and Managing Director of BMD, Mick Power AM has a record of outstanding achievement as a business owner and partner.

Under his leadership, BMD has grown to become one of Australia’s largest privately owned construction and urban development organisations. The principles upon which he founded BMD are still strongly evident today and are reflected in the numerous long term relationships with companies and individuals from all walks of life.

His strong leadership, positive outlook and capacity to extract value from opportunities will enable BMD to realise ongoing mutual success for the organisation and its partners.

Mr. Enrique Razon Jr.

DIRECTOR | CHAIRMAN | PRESIDENT

Enrique K. Razon Jr. is Chairman of the Board and President of International Container Terminal Services, Inc. (ICTSI), a Philippine-based company involved in the management and operation of 30 ports and terminals in 18 countries.  He is also Chairman of Bloomberry Resorts Corp. (BRC), developer of Solaire Resort and Casino, a US$1.2 billion integrated resort complex in the Philippines’ Entertainment City.  ICTSI and BRC are both listed in the Philippine Stock Exchange.

Mr. Razon belongs to the third generation of a family involved in the business of marine cargo handling.  The Razon Group has a long-standing reputation of being pioneers and innovators in the management and development of ports, terminals and related facilities.  The group’s proven track record stems from over 90 years’ experience in integrated cargo handling, stevedoring and other port services in the Philippines and abroad. 

In 1987, the Razon Group and the Soriano Group incorporated ICTSI, initially to bid for the Manila International Container Terminal (MICT) in the Philippines.    

After winning the MICT contract 1988, Mr. Razon spearheaded the MICT’s development program.  The MICT today is the country’s premier international gateway.  ICTSI also operates seven other terminals in the Philippines.

After consolidating and strengthening its base and flagship operation at the MICT, ICTSI launched an international and domestic expansion program in 1994.  It is recognized today as a leading operator, innovator and pioneer in the field of port management with a track record that confirms its ability to rapidly adapt to different operating environments, and to add substantial value to its operated terminals by enhancing their efficiency at every level.  The company continues to pursue prospects in Asia, the Middle East, Africa, the Americas and Europe.

Mr. Razon sits on the board of most ICTSI subsidiaries worldwide and of several leading foreign and Philippine corporations.  Mr. Razon also chairs the ICTSI Foundation, Inc., which oversees and implements the ICTSI Group’s corporate social responsibility advocacies.  He is also chairman of Pilipinas Golf Tournaments, Inc., which stages the Philippine Golf Tour, Southeast Asia’s largest professional golfing circuit, and a regional circuit called PGT Asia. 

Mr. Razon’s other investments are in power, mining, oil and gas exploration, and leisure facilities including a golf course in the Philippines. 

Mr. Razon is a member of the Management Association of the Philippines, the US Philippines Society, ASEAN Business Club, and Philippines, Inc. 

Jeff Gallus

DIRECTOR | OPERATIONS

Jeff has been an executive officer of BMD Constructions for the past 14 years and since moving to the Philippines has taken up the role of Chief Executive Officer of Prime BMD, and now the Director for Operations. Jeff has over 25 years of experience in the construction industry in Australia specializing in the delivery of Road, Rail, Port and Airport Infrastructure projects. 

Jeff’s career is characterized by collaboration, teamwork and a practical, outcome-based approach. In overseeing the delivery of a vast array of projects throughout his career, Jeff’s collaborative nature comes to the fore in his commitment to all sectors of the industries in which BMD and now Prime BMD operates.

Jeff brings selfless enthusiasm to his role as Director for Operations – providing strong and positive leadership to a committed team, and promotes the Prime BMD brand of contracting to consistently deliver hassle-free outcomes.

Jeff is a Fellow of the Institute of Engineers Australia, a Chartered Professional Engineer in Leadership and Management, and a registered APEC Engineer and holds a graduate certificate from the Australian Institute of Company Directors.

Jeff received his Bachelor Degree in Civil Engineering from the University of Queensland in 1993.
